The National Commission on Terrorist Attacks Upon the United States—known as the 9/11 Commission—was signed into law on November 27, 2002. Its mandate was to prepare a full accounting of the events surrounding the attacks on September 11, 2001, and to offer recommendations for enhancing national security to prevent future attacks.

On July 22, 2004, after reviewing 2.5 million pages of documents and interviewing more than 1,200 people, the Commission released its bipartisan, unanimous, final report to the American people.
